According to one news source, Chief Tucker's resignation came hours before City Council was scheduled to take a vote of no-confidence on him after his appointment of Captain Edward Poulson to head the Internal Affairs department. Poulson had apprently tried to influence an IA investigation involving a case when he himself, along with other officers, had beat a suspect who later died of his injuries. Tucker knew about this when he put Poulson in charge of IA.1
