1961 Sanborn excerpt

The Pacific Intermountain Express (PIE) Building was the former Taft and Pennoyer building at 1417 Clay at 14th; it was built c.1910 for the department store. Pacific Intermountain Express (once the largest trucking firm in the world) took a 15-year lease on the building in 1957 after they gave up plans to build in Orinda. 1

In 1960, the Oakland-Piedmont Municipal Court moved some of its operations there.

The city purchased it in 1980, and it was known as City Hall West. The city moved the Offices of Economic Development and Employment there.

The building was badly damaged in the 1989 Loma Prieta Earthquake, and didn't re-open. 2
