The Oakland Landmarks Preservation Advisory Board maintains a list of Heritage Properties, properties which are historically interesting but not landmarks:

Heritage Properties are defined in the Preservation Element of the Oakland General Plan as “properties which definitively warrant preservation but which are not Landmarks.”

The current list on the City of Oakland website includes 83 properties. However, Shorey House is on the list and it became a landmark in 2013, so the online list isn't necessarily up-to-date.
