At the 2014 State of the City, Mayor Jean Quan announced her plan to bring 10,000 new units of housing to Oakland. The "2" refers to Jerry Brown's initiative when he was mayor to bring 10,000 units to downtown. (The 10k plan.) According to the SOTC, 1/4 of the units will be affordable.
